The Victoria Basin, spanning Uganda, Kenya, Tanzania, Rwanda, Burundi, and South Sudan, is a region of extraordinary beauty, ecological significance, and economic potential. Yet, it also stands on the frontlines of climate change, facing challenges such as degraded watersheds, waste mismanagement, food insecurity, and vulnerable livelihoods.
The Victoria Basin Facility for Propulsion for Clean Development (VBF4CD) was created to turn these challenges into opportunities. As an independent, non-governmental organization, VBF4CD champions inclusive and sustainable development by uniting governments, private sector actors, civil society, and local communities to drive collective action at scale.
Driving Transformation Through Innovation and Finance
At the heart of VBF4CD’s work is the belief that development must be both climate-responsive and inclusive. Its mission is propelled by four key priorities:

- Clean Cities and Circularity – transforming waste into livelihoods and scaling sustainable enterprises.
- Water–Energy–Food Nexus Projects – securing clean water, renewable energy, and climate-smart agriculture in catchment areas.
- E-Mobility for Market Access – introducing clean transport solutions that lower costs and emissions for farmers and fishers.
- Climate Finance Readiness – equipping local governments to design and access global climate finance.
- Nature-Based Solutions Accelerator – supporting reforestation, agroforestry, and carbon-sequestering ventures.
